Immigration offices by province
Which office handles your procedure depends on where you live, and not every police station does every procedure. In Alicante the residence card is issued at one address and the NIE at another; on the coast, Torrevieja and Dénia issue EU certificates but not NIEs. Guessing costs an appointment, and appointments are the part that takes weeks.
